PAYROLL MANAGER

As a Payroll Manager at Horizon Services, you will be based out of our corporate headquarters in Newark, DE. You will be an integral part of leading and managing our payroll team, which is responsible for collecting and accurately processing time sheets for full-time and part-time Horizon Services employees. The team is also responsible for recording data in our accounting system and communicating with employees/ managers by phone and email with high level of customer service.


POSITION SUMMARY


Compile and record employee time and payroll data. May compute employees' time worked, production and commission. May compute and post wages and deductions, or prepare paychecks. Develop and maintain professional relationships with Purchasing, Quality Control, Warehouse, Branch Office Personnel, and Vendor Account Representatives to resolve discrepancies or issues efficiently. Oversee Payroll Department and essential functions including quality of payroll process and procedures. Supervise Payroll Coordinators, which includes assisting in hiring, handling disciplinary action, scheduling employees, setting work priorities, conducting meetings, counseling and training, evaluating performance and supervising work assignments to ensure effective operations within the Payroll Department.

Essential Functions Statement(s)


Process and issue employee paychecks and statements of earnings and deductions.
•Provide information to employees and managers on payroll matters, tax issues, benefit plans, and collective agreement provisions.
•Keep informed about changes in tax and deduction laws that apply to the payroll process.
•Compile statistical reports, statements, and summaries related to pay and benefits accounts, and submit them to appropriate departments.
•Prepare and balance period-end reports, and reconcile to general ledger accounts.
•Manage yearly external audits including but not limited to Workers Compensation and 401K. This includes compiling all statistical information and audit checklists associated with each audit.
•Complete and submit tax forms and returns, workers' compensation forms, pension contribution forms, and other government documents.
•Supervise the work of Payroll Specialists to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems.

•Train or instruct employees in job duties or company policies or arrange for training to be provided.
•Compute wages and deductions, and enter data into computers.
•Provide employees with guidance in handling difficult or complex problems or in resolving escalated complaints or disputes.
•Prepare and issue work schedules, deadlines, and duty assignments for office or administrative staff.
•Participate in the work of subordinates to facilitate productivity or to overcome difficult aspects of work.
•Make recommendations to upper management concerning such issues as staffing decisions or procedural changes.
•Interpret and communicate work procedures and company policies to staff.
•Implement corporate or departmental policies, procedures, and service standards in conjunction with upper management.
•Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action.
•Discuss job performance problems with employees to identify causes and issues and to work on resolving problems.
•Coordinate activities with other supervisory personnel or with other work units or departments.
•Process paperwork for new employees and enter employee information into the payroll system.
•Review time sheets, work charts, wage computation, and other information to detect and reconcile payroll discrepancies.
•Record employee information, such as exemptions, transfers, and resignations, to maintain and update payroll records.
•Compile employee time, production, and payroll data from time sheets and other records.
•Complete wage statement portions of verifications of employment.
•Verify attendance, hours worked, and pay adjustments, and post information onto designated records.
•Coordinate special programs that involve payroll deductions.
•Issue and record adjustments to pay related to previous errors or retroactive increases.
•Distribute and collect timecards each pay period.
•Complete time sheets showing employees' arrival and departure times.
•Other duties as assigned.

Education

High School Graduate or General Education Degree (GED): Required
Associate's Degree (two year college or technical school) Required, Field of Study: Finance or Accounting
Bachelor's Degree (four year college or technical school) Preferred, Field of Study: Finance or Accounting


Experience

5 plus years of experience in Payroll Administration
2 plus years in a supervisory role


Computer Skills

MS Office, Outlook, Excel, Payroll Systems, in-house data systems
